PORTSMOUTH Norfolk Virginian-Pilot, Friday, November 15, 1946 PORTSMOUTH Twenty-three- Mayor Selects Committee on Tunnel Plans Mayor Leslie T. Fox, yesterday announced the appointment of Councilmen H. Earl Weiseman, E. Robie Sturtevant, C. E.

Warren and James N. Howard to constitute special committee to co-operate with Portsmouth Chamber of Commerce in obtaining available Federally owned buildings for conversion to industrial uses, and to develop definite plan for bringing the south end of a direct, four-lane tunnel from Norfolk into this city. Appointment of the committee was authorized Tuesday night in a motion by Howard, who assured the Chamber of Commerce of the city government's desire to co-operate fully for the industrial, commercial and civic advancement of the city. City Manager Arthur S. Owens has asked for a list of potential industries so that the city government may do what it can to interest them in settling here.

Council had before it Tuesday night letters from B. B. Ferguson, president of the Chamber of Commerce, and E. C. chairman of the chamber's road" committee, outlining the situation with regard to a tunnel, which the chamber believes to be inevitable, and respect to available vacated buildings in former war housing areas.

The communication on the tunnel matter follows: Letter on Tunnel "As you perhaps are aware in 1942 the Virginia State Legislature enacted legislation authorizing creation of a Tunnel Commission. Establishment of this commission is definite indication that a tunnel will be constructed under the Southern Branch of the Elizabeth River despite any personal feeling any of us might have against such project. In view of fact it is essential that those delegated with such responsibility make every effort to see that construction of such a tunnel is beneficial to the city in every possible manner. As yet, there has been no definite action either the local government or our citizens in instructing or advising the Portsmouth representative on the Tunner Commission, Dr. Vernon A.

Brooks, relative to their thoughts in this important matter. "Cognizant of the importance of various factors in connection with construction of a tunnel the Roads and Highways Committee of the Portsmouth Chamber of Commerce studied, and ultimately recommended for approval a proposal calling for construction of direct tunnel connection between this city and the city of Norfolk. Three Major Points In the opinion of the Portsmouth Chamber of Commerce, three important considerations must be given in making any recommendations relative to the proposed tunnel. "1-Firm insistence that the proposed project be a direct tunnel connection between this city and Norfolk. 2-That the project be a fourlane tunnel affording direct connection between the cities, and not two-lane tunnel as proposed by tain officials of a neighboring city.

"3-Unquestionably important is the location of the entrance to the proposed tunnel, which should be north of High Street; no further west than Effingham or possibly Washington Street, and no further south than North Street "Prior to adoption of these recommendations by the board of directors of the Chamber of Commerce, the committee held several conferences with representatives of Harland Bartholomew a and associlates, particularly with Clem Snyder, field representative for this firm, who are in complete agreement with such recommendations. "It has already been advanced by officials of a neighboring city that the connection be a hop-skipand-jump affal realling for a tunnel to Berkley and then to Norfolk via bridge. Such an arrangement would necessitate establishment of entrance to the tunnel at a point which would result in an undesired by: pass "Further, of our business area. a fouras suggested, lane tunnel will assure adequate facilities for the usual heavy flow of traffic between the cities, and assure required facilities necessitated by the anticipated growth of both Portsmouth and Norfolk in the future. Recommendation Important "In submitting this recommendation to your honored body, it is advanced that unless the city of Portsmouth adopts this recommendation, or some other definite, practical plan on which we are all in accord, it 1s possible that others might submit a proposal for a physical connection between the city of Portsmouth and the city of Norfolk disadvantageous to our community.

We cannot afford to sit idly by and permit presentation of a plan in which the city of Portsmouth would not receive due recognition and consideration. "While this matter is a longrange project, it is respectfully desired that the City Council take early action to formulate a definite program in connection with the proposed tunnel, based on above recommendations, for presentation to our representative on the Tunnel Commission, for his advice and guidance." Richard Harkness, wife of the radio commentator, will be guest speaker at a meeting of Portsmouth Woman's Club today at 3 p. m. at its clubhouse, Middle and London streets. She is being presented by the international relations committee of the club, Mrs. A.

Mrs. Harkness has been particularly active in getting dompoitic legislation needed the United Nations anti has frequently attended sessions of the United Nations Council and Assembly and feels keenly the individuals responsibility for leadership in the United Nations. This is one of the outstanding meetings of the year and members have been urged to make a special effort to attend. Tea will be served by members of the committee after Mrs. Harkness' talk.

Gluse Accused Of Violating ABC Statute John Gluse, 45, listed as operator of the Mayfair Inn, formerly the Enlisted Men's Club, located on the new Suffolk Boulevard, was arrested Tuesday night by Nortolk County Police ani ABC inspectors and charged with having beer on his premises without a license to dispense. Gluse will be given a hearing November 20 in Norfolk County Trial Justice Court. Section 411 of the State Code prohibits the display of wine or beer in a business establishment which is not licensed to sell alcoholic beverages. Gluse, who has applied for an ABC license, is scheduled to appear in Richmond for a hearing on his application the same day that his case is set for trial in the County Trial Court.

Participating in the arrest of Gluse were ABC Inspectors E. H. Snead, T. L. Gwaltney and Horn and County Officers Ralph.

L. H. Denny, health director, which show that 165 births, 100 of them white and 65 Negro, occurred, while only 48 deaths, white and 27 Negro, were reported during the month. The total of births does not take into consideration the number of Portsmouth residents who had increases to their families in hospitals lying, outside the present city limits, particularly in Mary View Hospital, Glensheallah. In addition to the resident births reported within the city, 73 nonresident births were reported, in cluding 66 whites and seven Negroes.

Only four white residents died in the city. Dr. Denny states in the report that the city is unusually healthy with regard to communicable eases, only two cases of meningitis, 11 of pneumonia, six of scarlet fever, three of tuberculosis and one of typhus fever having been reported last month. The city pressed forward its pro gram of preventive medicine by providing immunization treatments to a large number of adults and children through the city clinic. The city gave 109 typhoid fever treatments, 181 diphtheria, 167 whooping cough treatments last month, in addition to 497 pneumonia antigen treatments to 271 white and 226 Negro applicants.
